Dr Vivienne Milligan PSM is an Honorary Professor in the City Futures Research Centre at the UNSW, Sydney and a member of the management committee of the Australian Community Land Trust Network. Vivienne has had a 45-year career specialising in housing policy development, working variously as a policymaker, program manager, consultant, educator and researcher. In 2020, she co-authored (with Hal Pawson and Judith Yates) Australia’s first major housing policy book in over 25 years. She is an advocate of housing system reform and community-led housing innovation.
